Motion-Detection Video Recording App for iPhone or Android

Is there an iPhone or Android video recording app that only records when motion is detected?
Ideally it would always be recording, so that it can catch any fast action, but it only saves the parts with motion. This would be ideal for recording long durations of nature on a phone with limited space. If it could support 4K that'd be even better, but not required.
I'm aware that some dash cams can do this, but surely there must be an app for it.

Manything looks cool. Anything that's not subscription based or anything that's not cloud-connected though?

Uh, if you don't use a subscription, the data is only on the old smartphone afaik. It's on one of my old phones without a subscription. Works fine.

Presence functions similarly and stores 50 MB of video for free. We've used it for a couple of years now, mostly to keep an eye on canine mischief.

Manything does have a free plan, but it does store video in the cloud, as does Presence. Alfred is another similar app that also stores video in the cloud. All of these, and most others I've found, require an online account and don't let you store and view videos solely on the device. Manything will let you record video while offline, but you can't access it until it is uploaded to the cloud automatically when a network connection is made.
It looks like Airbeam stores video on the device itself (according to the FAQ). It costs $4. I haven't tried it to verify how it works. The documentation shows the interface.
Motion Detector Cam might also work, for $1. The description states, "Video and photo saved to device camera roll." There is a free version that only saves still photos.

I use IPWebcam for something like this. Records on motion detect (you may miss the first second or so), stores locally. You can control recording and various settings over the LAN, ie, set the cam up outside, & tweak exposure, motion sensitivity etc from inside. I'm just not sure if the quality is up to scratch for you as I'm using relatively crappy devices. There's a free version which will do it but with a watermark. I paid for pro version with no regrets - it can integrate with Tasker if you're into that sort of thing.
