Windows 10 pictures at startup

I have two computers running Windows 10. They behave differently. And my wife doesn't like the pictures that display at startup....
I have two questions that my both be answered by a good explanation.
I have two computers running Windows 10. The older one is a Toshiba laptop. When purchased, it ran Wind 7 Home. It was upgraded to the regular, non-Home OS right away. It was upgraded to Win 10 when the free upgrade had been available for several months. The newer computer is an HP Envy desktop. It was delivered with Win 8, and upgraded to Win 10 maybe a month or go.
The laptop always shows the same picture at startup, a view out of cave onto a beach. (Yeah, that one.) The desktop shows a new picture every day, or at least one from a fairly large selection.
So,my first question is:
Q1: Why do my two Win 10 systems behave differently?
My wife informs me that she does not like any of the pictures, and has special hated for the view out of the cave. ("I'd kill myself if I had to look at that every day.") There are options on the screen to approve/disapprove of the pictures, and she tells me she has been clicking the "I don't want pictures like this button" every time. Hence,
Q2: How do I get it to stop showing pictures that annoy my wife?
Obviously, a general explanation of how to control the startup picture display will answer both questions.

You can simply go into your user account settings and change the login photo to anything she would like. The very first thing I did is change my login photo to a huge picture of my kids' faces.
