i'm so hot for you and you're so cold sore

If someone has a sore on the inside of the lip, is this herpes/a cold sore? Or does the inside location mean it's necessarily just a canker sore and thus not as big a deal in terms of spreading illness?
We've all had canker sores I think -- a temporary nuisance that no one worries about spreading. But sometimes people call every mouth ulcer "cold sores."
If someone says they have a recurrent cold sore, but it's a sore on the inside of their lip, is it actually a (non-Herpes 1) canker sore? The person with the sore complained of the pain but seemed unconcerned or unaware about the risk spreading it while dating. Is this because the herpes kind is always on the outside of the lip?
Asking for a devil-may-care friend's kissing safety with a new inflamed flame.
