Help my mom get her iPhone back - from Ho Chi Minh City

About two weeks ago, my mom's iPhone 6+ disappeared in Ho Chi Minh City (Vietnam). She's not sure what happened - she might have lost it or it might have been stolen.

I'd put the phone in 'Lost Mode' and sure enough, today I received a phone call from someone who's apparently got the phone. The connection was really bad and I'd told them to contact my via email as that would make communication easier.

If they contact me again and they agree to return the phone I'm somewhat unsure as to how to go about the return.

If I ask them to mail it, it will either never arrive, or arrive badly damaged. Sending it by courier would be an option, but that would require me to send funds to whoever is holding the phone - a complicated undertaking and one that could result in loss of those funds as well.

Finally, I think I should incentivize the return of the phone by means of a monetary reward. If it's being held by an honest finder, it's well deserved. If it's being held by a thief... well, it's better than coughing up for a new phone.

Arranging for the logistics of all this would be a lot easier if there were a trustworthy contact person in Ho Chi Minh City. I'm hoping they could pick up the phone and send it along to my Mom with all expenses reimbursed, of course.

So if any of you know of someone in HCMC that might fit the bill, please let me know. I know it's a big favor to ask - but you'd earn my mom's undying gratitude... :)

PS: If someone would be willing to do this for a fee, we could talk about that too, of course.
