How can my friend prove he's got an identity in Canada?

How can my friend prove he's got an identity in Canada when he hasn't got a single piece of ID?

I don't know some of the specifics, but I know he's been beating his head against the wall trying to figure out how he can get new identification when he's got nothing. He doesn't have any non-expired forms of ID and there's also complications b/c he's living in Ontario, but had a legal name change in Alberta.

To get replacements of all of the pieces of ID (ie. passport, license, health card, birth certificate, legal name change documents), you need to verify your identity, which he can't do b/c he doesn't have any of these documents. He's been told his parents could come verify his identity, however this is complicated with regards to his very distant relationship with them and the fact that he's changed his first and last name (and they are originally from Nova Scotia). He's contacted the name change place in Alberta, and they require a birth certificate and he can't get a birth certificate without a name change form etc. The rest of the forms of documentation are similar to this requiring at least something to prove. The person he was talking to in one of the north york service centre Canada place described him as a 'non-person' in the eyes of the government. He did have a passport, but it's since expired.

Basically, what I'm wondering is... is there something he's missed or if anyone's gone through something similar and what they've had to do. He's been told by these agencies over and over again that he's messed up, however he's been given little direction on how to proceed to get this situation rectified. At this point, he can't even make a visit to a doctor b/c he can't prove he's even Canadian.
