What was the bike book?

On AskMe a while ago, in response to a question, someone posted a super comprehensive bicycle eBook in PDF format.
I remember liking it because it covered safety as well as best practices with regards to riding (stopping correctly, how to position your feet, etc.) I remember that it was free and I liked it because it was incredibly comprehensive. I feel like I learn better when I was have specific reasons for doing something a certain way. What was this eBook?
