1960s short film about a bully?

I remember watching a movie in grade school about a bully and his victim. It was really upsetting to me as a kid, but now I reeeeeally want to find it again. What was it? Details and sketchy memories below.

I have this vague memory of seeing a short, possibly educational film about a bully and his victim. I saw this in grade school, in the US in the late 80s, though in my memory, the movie is from the 1960s with oversaturated color. But this was a loooong time ago, so it might have been older and black and white. Or.... newer.

Anyway, I remember being really disturbed by this movie, which didn't have a lot of dialogue. I recall one particular scene that took place in a sort of industrial (?) setting where the bully was chasing the other kid. And in my memories - which probably aren't accurate - the bullied kid throws a rock at his tormentor's head, and my child brain assumed he killed him.

Does anyone have any idea what this might have been? It's driven me crazy for years, and no Google wizardry has turned up anything!

Hmm. I don't think that's it, steinsaltz - Cipher in the Snow doesn't seem to show as much actual bullying, and the film I remember was almost entirely about the constant torture between the main kid and his bully until the main kid does something terrible.

I'm still not sure if that's it, but The War Game looks *really* familiar, especially with the lack of dialogue.
