What's the title of this movie I watched when I was a little kid?

The film was a musical/sing along deal featuring some kids who are transported to a black and white world that used to be in color, but lost color because everyone was sad or intolerant or something.
I don't remember much of the plot but they are led by a woman to visit different groups of people who don't get along and sing a number with each group. At the end color comes back to the world and to the people in it Pleasantville style and everyone is happy ever after. The moral was that diversity makes the world more beautiful.
I watched it on VHS between roughly 1994-97. Film could have been made anytime between the mid 80s and early 90s.

(Actually it was just the main woman, Sillywhim, who had lost her color and gone all grayscale, NOT THAT I REMEMBER MINOR PLOT POINTS OF THIS FORGOTTEN SINGALONG CHILDREN'S MOVIE, GUYS)

They're kind of amazing to rewatch as an adult. My siblings and I continue to quote them to each other to this day...

I know you already have the answer. But there is also an 80's Care Bear episode, that is very similar. I think about it often.

Like, people can say that the media kids consume doesn't affect their development, but I'm pretty sure Wee Sing in Sillyville singlehandedly made me into a leftist. The part where they each give their different colored scarfs to heal Sillywhim's leg...gosh it's awful dusty in here y'all

Response by poster: Yeah I rewatched it on youtube immediately after I got the title. Haven't seen it since I was 6. Laughing at how southern they made the red people.
