I am looking for restful, calm, and peaceful GIFs -- like this or this.

Animations are fine, cats are good too.

Hed Like an Orange is a great tumblr that does one high-quality nature GIF per day. The mountains and fog from the other day is particularly nice.

Cinegraphs is also what I've mostly heard them called.

I like these ones:

snow
coffee
judo nap
bad bulb
distant lights (linked by dephlogisticated, but so nice it's worth linking twice)
caution (most of the ones in this series are great)

might be slightly faster animation than your examples, but I find davidope's gifs quite peaceful.

Like dephlogisticated pointed out, I believe you're looking generally for "cinemagraphs".
