What determines which side of the car the gas tank is on?

What determines which side of the car the gas tank is on? Why aren't they all on one side? Do two-sided gas pumps have anything to do with it? If so, do manufacturers collaborate among themselves to ensure that roughly half have tanks on the driver side and half on the passenger side? Or is this not true? Does one side of the gas pump get used more than the other?
