How to be reconsider for new job opportunites?

What is the etiquette to ensure that the Hiring Manager will consider you once another opportunity comes? Is there something I can do? Follow up periodically?

I recently turned down a job offer from a company I would love to work for due to my special need kid that I didn't have a care giver at the time job was offered. I knew though that the hiring manager really wanted me for the job. Up to now, I still feel that it is a great company and team to work for. I guess, I regret that I did not accept and want to get the 2nd chance...is that even possible?

Not sure how this is different than your previous question, but I think the answer here is to talk with the hiring person and express that you want to work there if an opportunity arises. Have you done that? What did they say?
