Bizarre 1980s video-identification question

"Well, why didn't you just WANG YOUR WIENER?!?!" Utterly bizarre 1980s video-identification question follows.

OK, I've been suppressing this for years, and now for the sake of my sanity I'm calling in the Hive Mind cavalry.

In the 1980s in Alaska, we had a little 13-inch black-and-white television for a little while. Through it, we got one channel; a state-subsidized network called the Rural Alaska Television Network, or RATNET (not the first acronym I would have chosen, but whatever).

This question involves a little fragment of television I SWEAR I saw, but now it just seems so bizarre that for years it's been the only thing that really made me question my own sanity.

The show -- or skit, or instructional video, or whatever it was -- had a very low-budget, shot-on-video-soap-opera quality. I can remember two scenes.

(1) Some kind of delinquent kid is sitting on his mother's (?) lap. For some reason he grabs her breast. I think the kid was having some kind of sexual acting-out issues. I don't think the woman had any reaction to this, which struck me even in my early teen years as unrealistic.

(2) Same kid is in a psychiatrist's office -- I think his parents sent him there because of constant masturbation, or something like that. Anyway, there is a jar of candies or chocolates or something on the psychiatrist's desk. The doctor is distracted for a minute; called out of his office, I think. When he returns, he sees that the kid has eaten all the candy. Exasperated, he asks the kid why he did that. The kid says, "Nuthin' else to do." The shrink throws up his hands and exclaims, "Well why didn't you just WANG YOUR WEINER?!?!" or something to that effect.

What on earth could this have been? I can't in any way square this with the rest of RATNET's staid programming -- talk shows, municipal roundtables, game shows, etc. Was it all some bizarre dream? Please tell me I'm not crazy.

PS As you might expect, any and all details given above might be misremembered. Also, just because I saw the video in the 1980s doesn't mean it was made in the 1980s. But the basic gist is correct.

Am I Normal? A film about male puberty was a staple of sex ed classes in US in the 1980s. It's the one where the kid visits the zoo and the zookeeper talks to him about animal penises. Seems like a possibility.

To search for more, IMDB advanced title search allows you to specify a range of years, short films/tv specials (if that's what you think it was), and words that appear in the keywords or the plot summary.

It's not Am I Normal? I saw that film in junior high school, and it does not contain what the FPP describes.
