Help me find this quote about privacy

I can't find this quote about privacy. Paraphrased, it's: "Give me all the mail of the most honest man in England and I'll have him convicted before the year is over."

I think the quote was spoken by someone in the church of England.

It might have been something more like: "Let me know everything about the most honest man..." but I'm not sure.
