Help me identify this TV movie

Name this weird 80s TV Movie/Special. Kids are outside having a snowball fight and one kid finds some things in the snow that look like brown cheetos, or peanuts. The child eats it and goes into some peculiar vegetative state. He's taken to the hospital and whatever he ate is brought there as well.
At the hospital, there is a room with caged animals and after having failed at identifying the substance, the doctors feed it to them. They have the same reaction as the child. I also recall one of the nurses having a compulsion to eat the substance as well and she suffers the same fate.
This would have been on broadcast television in Southern NY in the mid to late 80s. ABC/NBC/CBS/PBS/FOX/WPIX
