Looking for this serious game.

Help me find this "serious game" that simulated everyday life in a third world country.
A couple of years back there was a browser-based (flash?) game that cast the player as the head of a family in Latin America (or maybe Africa) and presented you with some really difficult decisions.
If you sent one of your children off to school, for example, they might bring more money into the family later, but you'd lose them as farm laborers in the near term.
I found 3rd World Farmer while searching around, and while that's close the game I'm thinking of was more recent and perhaps created with the backing of a charity or NGO.
Any ideas?
