What's a good freeware tool to capture tiny bits of videos (avi, divx, etc.) on my Vista PC?

I want to be able to upload these fragments to, say, YouTube so that I could, hypothetically, post a question here about the music or dialog in certain scenes.

If you're capturing from a video source with a USB dongle or video input, use VirtualDub. Install Nic's XviD binaries and you'll be able to create DivX AVIs. It's also a decent linear editor. Yes, these AVIs will work for YouTube.
