Looking for the name of a kiddie book about kittes

Please help me remember the name of a children's book with cats as protagonists.
I read the book in elementary school, so the book is going to be at least *cough* twenty-five *cough* years old or so. Here's what I remember about it:
1) It was about a group of about a dozen or so anthropomorphosized cats.
2) I think it was set in Paris.
3) One of the cats was named Simon, maybe...
4) The cover of all the editions I remember was bright yellow.
5) Hopefully this will be the most helpful bit: On one pages of the book was a hand drawing of about a dozen of the cats. It was arranged Brady Bunch style with each cat getting his/her own little portrait square. One of the squares, however, didn't have a picture in it, rather it said, "Refused to have his picture taken" since the cat in question was the grumpy/serious one of the group.
Any clues would be welcome. Thanks in advance.

It's less a narrative and more a random collection of charming drawings, but Norman Lindsay's Artful Cats has anthropomorphised cats, references to Paris, a grumpy cat named "Fuzz Buzz", and a yellow cover...

My guess was also Jenny and the Cat Club. Did one of the cats have ice skates?

That does sound like Jenny and the Cat Club. There's no Simon (at least not in in the stories I've read) but there is a Sinbad.
