Greenest UK council rankings?

Are there any good ranking systems for how well United Kingdom local government districts are doing on environmental issues?

The closest thing I've found so far is a Guardian article from January 2007 listing their top 10. I'd prefer something more recent if possible, but in the last year or two is acceptable.

Do any charities (Greenpeace, Friends of the Earth, etc.) do something like this?

I'd check the reports of the Environmental Audit Committee, DEFRA and the Audit Commission.

To find the top performers, you will need to identify the councils that have been awarded "beacon" status for performance in this area by the Department for Communities and Local Government (DCLG). This page, which lists all winners of the beacon status by theme, is probably your best starting point.

Ranking them all will be more difficult - I'm not aware there is a league table, though it will certainly be the Audit Commission (linked by dmt above) that will have done this if anyone has.
