What are these wheeled carts for?

The plates--or bricks, or whatever they are--inside these carts slide out and are made of metal; they're very heavy. These recently appeared in the hallway in the basement of a government office building. Can you tell me what they are?

Best answer: I've been seeing these in my work building, where there is extensive elevator repair work going on. I assume they're counterweights.

Nth-ing counterweights. In theatre we will use similar carts to transport weights that are used to counterweight loaded linsets.
