Where does KDE 3.5.5 keep it's global icons?

How do you create system-wide desktop icons in KDE 3.5?
I've just upgraded a client from SuSE 9.0 to OpenSUSE 10.2, and the directory in which I used to put appname.desktop files to make them show up on the desktop for all users, formerly
/etc/opt/kde3/share/apps/kdesktop/Desktop/
(which worked), now *appears* to be
/opt/kde3/share/apps/kdesktop/programs/
which (as you can infer from the fact that I am asking) does not.
I've done a fair amount of Googling this afternoon, but neither the SuSE nor the KDE doco really tells you all that much about the internals; it's one of KDE's major failings, from a deployment viewpoint.
Any KDE wizards out there who know the magic incantations I must mutter to make my desktops work?
