Looking for a quote about the use of quotes

I'm searching for a specific quote about the use of quotes I read online a few years ago in a feature about The Designer's Republic where Ian Anderson was answering questions submitted by the public.

One question included a popular quote, and as I remember it, Anderson retorted wittily by using an anti-quote quote, if there is such a thing. I'm searching for that Anderson retort specifically.

Since I don't remember any specific words used in the quote or in the feature, my Google searches have proven fruitless thus far.
