Has anybody ever seen this conspiracy tract?

My girlfriend’s work, which is a specialty coffee shop in NE Portland, got a strange delivery today. It was an envelope with an 8 page conspiracy tract about electromagnets and satellites and humans being manipulated by them. It’s fairly nonsensical, but we are curious if it is “a thing” in conspiracy circles.
Nothing for Jamie Fields comes up, but there is an article about a John Fields, who committed suicide when his house was being raided by the police in connection to child sexual abuse. The article is here.
But in the article it states that there was no next of kin, and it mentions that John Fields had left his family a long time ago. The entire conspiracy tract (which I will link to photos of after this) is very disconcerting, and is mostly nonsense. My girlfriend said that the envelope it came in had a handwritten note on it of the time and date it was dropped off at the post office, and it was deliberately sent to her work.
Here is the link to (crappy) photos I took just now of the whole thing. I can try to scan it in high res this weekend when I will be able to get to the library. A lot of it reminds me of HAARP conspiracy theories, especially the Alaska location and the general subject matter, but I don’t think it ever explicitly mentions HAARP.
We’re curious about the whole thing, and I thought maybe it was a prank, but the envelope itself (which I don’t have in our possession) has the exact address of her shop, which is super weird, and she can’t think of anybody that would do this, especially since all of the old coworkers still live here.
