Hard shell lockable pannier?

I'm looking for a hard shell lockable pannier for my bike. I would like it to lock, and also lock to my bike.
The closest I've found is a Bike Bin, but it only seems to lock to the bike through a rubber handle, which doesn't seem too secure. I don't need the locking to be completely bullet proof as I generally leave my bike in very public areas for relatively small amounts of time, but I would like something that stays securely fixed to my bike that I can stash my cycling shoes in while I meander about town. Does such a product even exist? If the Bike Bin is the best I can hope for, where can I buy one in Toronto?

Ortlieb used to make the Office Bag 2, a locking hardshell briefcase that attached to a special mount that could be attached to the top of a rack. My wife tried one and found that it put the center of gravity way too high; with a laptop, some files, and a couple of books, it made the bike unstable.
You could probably make a small locking trunk box yourself by using a cheap plastic toolbox with a padlock eye (linked product just as an illustration). Use four small U-bolts covered with rubber (used inner tube) to attach the box to your rear rack; since the nuts will be inside the box, a thief would have to open the box to detach it. Since it's plastic, it wouldn't hold up to a determined assault, but that's going to be true of any solution with a reasonable weight.

This locking rack trunk might be large enough for your shoes, but probably wouldn't hold much else.
