looking for dysutopian sci-fi novel

I'm looking for a 25 year-old science fiction book about a dystopian United States, in which our hero is in prison, framed for killing or not protecting the president. The cover had a picture of a man and woman on a futuristic motorcycle. (a few more details inside)
Can anyone tell me the title or author?
25+ years ago I found a science fiction book about a dystopia in the United States. The cover had a picture of a man or a man and woman on a futuristic motorcycle.
The book started with our hero in prison. He is an ex-secret service officer who was charged with treason. He was either framed for killing the president or not protecting the president or something of that caliber.
He meets a woman in prison. She, too, has been wrongfully imprisoned. She is a doctor and teaches him how to perform minor surgery so he can remove the subcutaneous tracking device in her back. She removes his and they escape.
That's as far as I can remember the story.

It's almost certainly not Radio Free Albemuth, since that doesn't match the plot mentioned by the poster at all.
