How to get XP to recognize a second monitor?

I'm having trouble getting Windows XP to recognize a second monitor. I'm connecting through a VGA cable to a Toshiba 20DL76 monitor, and the computer doesn't seem to realize that it's a second monitor. Help me watch the Olympics on TV!
I'm using an internal video adapter in a Dell Latitude X1 laptop. The other problem is that the TV is 800x600 resolution, and the computer is 1280x768.
