Fan mail to a writer: where do I send it?

What address to do I put on this piece of fan mail to an author?

I finally got around to writing a short fan letter to Gene Wolfe (my first ever fan letter), but I don't know where to send it. He doesn't have an official website, and none of the fan sites seem to have any relevant information.

Wolfe is published by Tor. Do I send the mail to Tor? How should I address it so that they know it's a fan letter to Gene Wolfe? Will they forward it on? Or should I track down Wolfe's literary agent and send it to their office instead?
