How can I view my graduate applications' recommendation letters?

I was rejected from graduate school but didn't waive my right to view the recommendation letters in my application. Doesn't that give me the right to see them? The school says FERPA guidelines state recommendations are university property viewable only by matriculated students. The internet seems to suggest otherwise and I can't find the clause in the FERPA act regarding this.
