Out of Africa??? Why?

(why) Is the 1st world (Euro-Britain, America, Japananation, ect.) trying to starve out Africa before taking it over? Don't worry there's more inside...
I'm in the US Navy, we go just about everywhere, except Africa,, Africa! its huge, but we never go. "Aid" programs only seem to make things worse, with temporary relief but offering few long term solutions. Africa's leaders, since the Mandellian hay-day, seem actively excluded from the world stage. Much of Africa is hungry and poor, I assume this is not because of lack of natural resources, or willingness to partake in a prosperous global economy. Is it on purpose?

This post was deleted for the following reason: Africa is a big and tricky question, but this is kind of a ranty conspiracy theory with token question marks more than an answerable question about the region's geopolitics and such.
A legacy of colonialism, internal ethnic strife, weak economic growth, and plain old racism are to blame for Africa's woes. But there are many examples of 1st world aid succeeding in Africa, and many examples of 1st world exploitation.
It's not clear if you're actually new to the topics of globalization and post-colonialism, of if you're asking whether the 1st World's current stance is conspiratorially malevolent (a question that's not likely to have a short or satisfying answer).

yes, much of africa is still hungry and poor. i suspect this is due to a combination of tribal enmities and a failure to embrace technology. the first world isn't responsible for 1) 800,000 tutsis dead in rwanda, 2) genocide in darfur, 3) civil war in sierra leone, 4) chaos in zimbabwe, etc., these are african problems. they're still sorting things out over there and they'll catch up eventually; i, too, wish it could happen a little faster.
