Congressional protocol/State of the Union Adress

Congress responded effusively last night to every utterance of the worst president ever. When did this unseemly behavior become, as it seems, established protocol?
I always said that I wouldn’t watch a Bush speech unless I thought people were going to throw things at him, and I can’t recall watching any of Clinton’s after his first, so its been a very long time since I’ve watched a state of the onion address. How long has this madness been accepted as standard procedure? Bonus points for rationalizing Nancy Pelosie’s disturbing metronomic eye blinking.
