Sending money to Russia?

My favorite Instagram dog needs heart surgery and I really want to help.

Here is the post. You can use instagram's translation feature to get the gist. This seems to be routing information, but I'm unsure how to use it to kick in a few bucks. Is this something I cam do relatively easily? I'm in the US. I've been following this account for a long time and am certain it isn't a scam. This may be a very dumb question, but I've never wired money to a foreign country before!

You should be fine as long as the dog isn’t a sanctioned entity or owned 51% or more by the Russian government. :P

I reccomend TransferWise, which has lower fees than a typical bank wire transfer.
