Is it common for HR to lay everyone off in a department reorganization?

So 70 people just got laid off in my department, with the offer to reapply for new jobs within a new hierarchy. To me this seems like a shockingly mean way to achieve this goal.
The jobs have been posted to the outside, and they didn't make any sort of announcement that insiders would be preferred in any way, or even any kind words that it is hard but that we are all working together for the best of the company... etc. etc. Is that just the way things are done in this cruel world now? It makes me wish for unions.
