What if we got rid of all the cars?

Let's say that on Monday morning, Theresa May appears on television and announces the British government has decided cars are more trouble than they're worth. She says by the year 2027, all cars will be banned from Britain's roads. What would be the arguments for and against this? What policies might the British government implement to make this happen? And what might the country look like in 2027 when the last car is removed from the roads?
