Weird round creatures washing up on Devon and Cornwall beaches?

What are the weird, pebbled round things washing up in their hundreds on Devon and Cornwall beaches, as reported here? (Daily Mail link, sorry.)
Guess the Mail really hasn't contacted an expert, 'cos if you've never seen a sea potato on the beach …

Its weird how this has become a thing in the last week in the UK national press. These are pretty common on Cornish beaches, we have a nice washed clean white one on the window ledge with all the other bits of shell and stuff that catch our eye.
