The colours were purple / teal / magenta, like some kind of negative filter, and created the illusion of movement in the still image.

2) name of this effect?
3) name of the similar effect with sound, a continually rising / not rising pitch?

I know the gif you're talking about. I think it had the caption "estoy usando el Internet". Google that. Answer to #3 is "a shepherd tone".
