Are there unequal pay laws that are not gender, race, or age related?

My employer hired someone that has the same job as me. Same title, identical responsibilities just in a different dept. This person has a couple years less experience then me. I also have a wider skill set. This person is the same gender, same race, and about the same age. The employee was able to negotiate a substantially higher salary then I get. When I was hired, I was told by my employer that they do not negotiate. I find this situation kind of insulting and very unfair. But, every search I do on unequal pay seems to only address discrimination. I plan to confront my HR dept., but I want to be prepared to know if I have any legal grounds to fight it if it comes to that.
