can i get a chase credit card from outside the USA

there is a points program with chase credit cards that i really want in on.
problem is, i live in Australia.
i am just wondering if there is some grey area that would allow me to use a chase credit card, in order to accrue points?
chase credit cards have some good reward schemes. but i am from australia.
i remember a business in the US some time ago where someone in the US would make internet purchases on behalf of foreign individuals, then on-send the goods, so the individual could get the advantage of the american purchasing.
i am just wondering if there is some grey area that would allow me to use a chase credit card, in order to accrue points? maybe the question sounds bad, but my credit rating is perfect, so it's not like i am trying to rip off anyone.
