Who knows Ruby or Ruby on Rails and wants a job?

We are looking for a developer that knows Ruby or Ruby on Rails and are not having much luck. My main question is do you know either and do you want a job? We are a University and are struggling to find qualified developers. It's tough competing with the private sector. Does anyone have any suggestions on how we can best reach out to this community? We are fairly restricted in the language we use in the job description so we are afraid it isn't attracting the right applicants. Also, the pay range isn't reflective of reality. The position could potentially pay more. Happy to hear any ideas or suggestions you may have. Thanks!
