Help me find an old Foxtrot comic

Pretty simple: Way back (I have no idea when, but probably over a decade ago), there was a great Foxtrot comic that shaped how I analyze policy decisions.
In this particular episode, one character claimed to have found a way to solve all the world's problems. The other character asked (paraphrase) "Does it involve everybody doing something, or nobody doing something?"
I've Googled the hell out of this morning, but I can't find anything. Does anybody remember it, or know how to find it? Thanks!

Honestly, this sounds more like a Dilbert cartoon.

Best answer: A lot of the FoxTrot collections have been scanned into Google Books. The OCR isn't perfect, but if you search for "foxtrot amend [whatever]" (no quotes or brackets, obvs.), it will pull up a bunch of results, and you can search inside each book if one of the text snippets looks familiar.
FWIW, I tried this with hunger, poverty, disease, solve, solution, world but didn't find much.

Response by poster: Dang, oh well. I think it was late 90s-early 2000s-ish. I remember it (with about 99% accuracy) being FoxTrot just because it was the one that led me to keep reading it to this day. Thank you all anyway.

Best answer: A little late, but it occurs to me that most of the Foxtrot comics are available on GoComics.com, dating back to March 11th, 1996. If you can narrow down a timeframe, you could just brute-force skim through a few hundred until you find the one you're after.
Also, full-length, full-color Sunday strips started running August 4th of that year. If you remember it being a Sunday strip, you can skip to each Sunday week by week using the calendar menu above the strip. (Or just pass over them if you think it was a regular black and white daily strip.)
