My former employer refuses to pay me. What do I do now?

My former employer mailed me my last paycheck nearly a month after firing me. By law, all payments are due upfront upon discharge -- thus, I filed a wage claim, and after enduring an awkward hearing that included being scolded by her in front of a hearing officer, I ended up winning. How do I collect my money? I live in California.
According to a letter from the Labor Department, she had 10 days to mail them the amount owed before it's sent off to me. It has now been two weeks since I've received the decision from the hearing by mail (and three weeks since the hearing itself), and my former employer hasn't done anything (or even filed for an appeal). I've done some research but have seen conflicting pieces of advice, and honestly, I am lost as to what my next course of action should be. How do I go about collecting my money from my former employer?
