Law enforcement in 19th century Zanzibar

In Zanzibar in 1870, was there any kind of law enforcement? If so, what kind?
My Google-fu is failing me. I'm curious as to whether there were police of some sort on the street, or soldiers under the Sultan's orders to "keep the peace" or whatnot, or whether it was a complete free-for-all.
