A post on living in a bombed city

Please help me find an old MeFi post about community and living in a bombed city.
I remember reading a really interesting post about someone's experience about being stuck in a city after NATO bombing. I can't remember the city, but I believe it was about the Kosovo War.
I think it might have been a response to a question or discussion about stockpiling food or disaster preparedness. The general gist of it was that community was really important, and that people don't descend into madness and anarchy when times are tough.
