Help me parse the requirements

Help me decipher the semantics of The World Bank's new eConsultant2 system's qualification criteria. Newbie to formal procurement systems.

The first stage is "Expression of Interest" and these are the four questions asked:

* 1. Provide information showing that they are qualified in the field of the assignment, including for primary research and data collection.

* 2. Provide information on the technical and managerial capabilities of the firm.

* 3. Provide information on their core business and years in business, including examples of similar assignments.

* 4. Provide information on the qualifications of key staff.

I am unable to distinguish between 'qualified in the field of assignment' vs "examples of similar assigments" vs "qualifications of key staff"

The focus area of this project is in a nascent field where experiential knowledge is what sets the service providers apart - there are no formal qualifications (yet). Yet if this experience qualifies the firm then isn't that a double of Question 3?

Ditto the difference between Question 2 and 4.

Secondly, how does one distinguish between demonstrating the firm's qualifications and those of the key personnel.

All of this sounds simple enough and perhaps these questions are generalized for all sizes of firms - ours is a small location based office vs a multinational consultancy. But I am unsure if I can repeat my answers for each section, which in turn must be answered in 1000 characters. (One can upload further information)

I would appreciate any help, insight or guidance. This is on a rapidly approaching deadline and we've been singled out with encouragement to respond i.e. a big break for a start up.
