Changing video dimensions for Youtube upload

I have a video (here it is) that is 240 x 320 px. Youtube resizes it when I upload it, expanding the width and making it distorted. How can I easily change the video so that is the right dimensions for Youtube?!

YouTube's output resolution seems to be 320 x 240, so I'm guessing your input goes through this in effect,

H: 240 -> 428 (4x) -> 320
V: 320 -> 320 (3x) -> 240

Try providing black padding laterally of 94 pixels each on the left and right.

Should be easily done in Premiere LE (or whatever it's called) if you start a new project at 428 x 320.

Best answer: What format is the original video? If it's AVI then VirtualDub will have it sorted out in a minute or two.

Did you change the upload? Because when I click on your link, it's still stretching the picture. Youtube has a button on the lower right hand side of the video that you can click and it switches to "portrait" for that viewing. I couldn't figure out how to force the portrait view on youtube.
