AI image improvement services

There are a lot! They all look the same including layout when you do the free trial. What’s the best one and is it also cheapest? I don’t want to pay subscription but can imagine paying for image download credits. I mainly want to fix not quite in focus images and scale them for printing.
On Windows, Paintshop Pro from Corel also has AI photo improvement tools; the standard package is only $79.99. I've been using this product for years. I also have Photoshop Elements but keep ending up here just because I'm lazy about the Photoshop learning curve I guess.
One caveat: I don't have a high-end graphics card, just the Intel graphics built into my 5-year old Dell tower. The AI tools _definitely_ drive the CPU hard, the fan ramps up and runs while they do their thing.
