How do I check if one Twitter account (X) is following another Twitter account (Y). Neither of these are my own Twitter account (Z).

On a user's page it will say something like
Joined January 2019
386 Following 159 Followers
If you click on "followers" it will list them all, which can be a lot to scroll through, but there's also a tab that says "Followers you know" which only shows the people who follow them who you yourself follow.

So if you're already following either account, or don't mind following (even temporarily) either account, it's pretty easy. Otherwise I think you just have to scroll through a big list of followers.

The quickest way, pretty much what aubilenon said:
1. Follow Twitter account (x).
2. Go to profile for Twitter account (y).
3. You’ll see the words “followed by” and then a list of accounts that you follow that also follow (y).
4. You don’t need to click on the Followers link, although that will also work.
5. Unfollow Twitter account (x) if you don’t want to follow them.

Response by poster: It was super annoying scanning through hundreds of followers to do this manually, so I found a website that does this: https://www.doesfollow.com/
