Old toy ID - dapper gentleman/ action man from 1970s

I recently found this guy on the street, and I have no idea who he is. He has grey hair, a brown shirt, tan pants and tall (rubber?) boots, made with swiveling arms and legs, and a ball socket neck for more head mobility. He stands about 3.75 inches (9.5 cm) tall, and he's marked as (C) 1975 Fischer-Price Toys, Made in Hong Kong.

Oh, they're a fan-made series of photoshopped images. Damn you, at, damn you. I was about to search on eBay for something that does not exist.
