Finding a job to relocate or travel

I'm looking for a job and am open to the idea of either relocating to the Twin Cities or finding a job in Seattle with travel to the Twin Cities. Open to sector, industry, and company size.

I have family in both Seattle (where I live) and the Twin Cities. Ideally, I would like to split my time between both locations but would like to do so as predicated by a job rather than spending (my) money on going back and forth.

What I'd like help with is a two-fold question:
1. How do I find a job that will relocate me to the Twin Cities? What companies there are likely to have the resources to move me + family cross-country? I really have no idea how to pitch relocation to a company.

2. What are companies that are located in both Seattle and the Twin Cities? Even if my job doesn't require frequent travel between offices, the fact that it could come up is a huge bonus for me with a potential employer.

I'd be looking for work as a product manager but could also swing program management or project management. I've mostly been that non-technical person working between business/technical teams for the last 8-ish years.

I appreciate any tips from people who have been able to manage a co-located job, landed a job in a target city without moving there first, or had a job that allowed for travel to a desired city.

3M is one of the definitive Minnesota companies and has at least one Seattle branch. If you have desirable skills, they do relocation and some of their positions do involve travel between their sites.

IBM has locations both in Seattle and in Minnesota, though the bulk of Minnesota positions are just south of the Twin Cities in Rochester.

Cray is headquartered in Seattle with almost its engineering in St Paul and Chippewa Falls (about an hour away).

I'm actually in basically the same situation and I just spend a couple weeks a year in Seattle on my own money though.
