Name that Science Fiction book title!
This is a book I read in late 1990's, Science Fiction, about massive sentient space ships, with their own leadership hierarchy. I had thought it was called Ascension, but that doesn't appear to be right. Any ideas?

Mind though, it's a little generous to say that the Culture has a leadership hierarchy. More like a system of competence-based prestige. Or an unsupervised kindergarden class hopped up on koolaid and non-diet Oreos. Something like that.
