IdentifyThisRandomObjectFilter: What is this film processing tool?

I bought an old enlarger at a garage sale, and the former owner gave me a ton of stuff with it, including this, which has me at a loss.

I did a lot of film photography and processing in high school and college which wasn't that long ago, but we never used one of these, whatever it is. Google was no help (I tried!)

Best answer: It sits in your rinse tray and siphons the (dirty) water out. There are also paired water nozzles that put new water into your tray. The part with the 36 in the circle goes inside the tray pointed down, so the opening is facing up.
