Serif font to embroider using one line of stitching

What is the name of this embroidery stitch?

I am working an embroidery kit from 1975 and it tells me to do a tufting stitch that I don't understand at all. Does anyone know what the name of this stitch is so I can look up a video for it? My googling of tufted stitches isn't giving me anything that looks like the stitch the pattern asks for. Here is a link to the pattern instructions on that stitch.

I'm looking for a place that will make me very small batches of custom embroidered patches according to a design I upload — ideally three at a time, though I could purchase a larger batch if they're cheap. I've found a bunch of places online that do this (mainly in huge batches), and etsy custom offers, but is any place particularly good? I don't need graphic design or a template-maker.
